Traditionally, the word used when specifying belt measurements is "waist", which is misleading. Belts are worn considerably lower, so when calculating what belt size to choose, make sure you take an adequate measurement from where your belt will actually be as well as add a bit to cover for the fabric in the trousers and a tucked-in shirt. Your belt size is not the same as your trouser size.
